Establishes July 2 as 1st Minnesota Day to honor the 1st Minnesota Regiment's Civil War service.

The bill establishes July 2 as 1st Minnesota Day, an annual observance to honor the 262 men of the 1st Minnesota Regiment who fought for the Union on July 2, 1863. The governor is required to issue a proclamation each year for this observance. Schools are encouraged to include instruction on the POW/MIA flag. The commissioner of administration, in cooperation with the Minnesota Historical Society, must fly the 1st Minnesota Regimental flag on the North flag pole of the Minnesota State Capitol on this day.
