Establishes alternative wetland mitigation options in areas with more than 80 percent wetlands.

Amends Minnesota Statutes to establish alternative wetland mitigation options in areas with more than 80 percent wetlands. These options include restoration or protection of riparian corridors or streams, hydrologic stabilization of altered waterways, peatland hydrology restoration, and completion of water quality or environmental improvement projects. The board, in consultation with the commissioner of agriculture and local government units, must adopt rules to implement these options, including methods for determining the public value of alternative wetland mitigation.
