Establishes a budget exception for persons with developmental disabilities and type 1 diabetes in Minnesota's home and community-based services.

The bill establishes a consumer-directed community supports budget exception for individuals with both developmental disabilities and type 1 diabetes. This exception is available under the home and community-based services waivers. The amount of the exception is set at an annualized amount equal to nine hours per day at the current rate for home care nursing provided by a registered nurse. The provision becomes effective on January 1, 2026, or upon federal approval, whichever is later.
