Minnesota SF1877 mandates that pharmacy benefit managers and health carriers must remit all compensation received from drug manufacturers directly to covered persons to reduce their out-of-pocket costs for prescription drugs. Compensation includes rebates, discounts, credits, fees, grants, chargebacks, or other payments. If a covered person's cost-sharing obligation for a drug is less than their out-of-pocket cost after applying the compensation, the pharmacy benefit manager or health carrier must apply the retained compensation to offset future premiums or costs for covered persons.
