It allows UAVs to be used during emergencies, over public or private areas with consent for training or public relations, to prevent imminent destruction of evidence, at public events with heightened safety risks, to counter terrorist threats, at the request of government entities, to search for missing persons, and to facilitate search and rescue operations after disasters.
