The bill allocates $200,000,000 from bond proceeds to the University of Minnesota's Higher Education Asset Preservation and Replacement (HEAPR) program. The funds will be spent in accordance with Minnesota Statutes, section 135A.046. The commissioner of management and budget is authorized to sell and issue state bonds up to $200,000,000 to provide the appropriated money. The bond sale is governed by Minnesota Statutes, sections 16A.631 to 16A.675, and the Minnesota Constitution, article XI, sections 4 to 7.
