Minnesota SF1396 amends the state statutes to prohibit the Pollution Control Agency commissioner from adopting rules that exclusively govern solid waste disposal facilities accepting construction and demolition debris, incidental nonrecyclable packaging, or industrial waste limited to wood, concrete, porcelain fixtures, shingles, or window glass. This prohibition applies to any proposed or adopted rule not yet effective on or after the date of final enactment.
