Minnesota SF1353 amends the state statutes to create a minimum city aid distribution. For cities where the certified aid for the previous year is less than the current unmet need, the aid distribution will be the sum of the previous year's certified aid and the city formula aid. For cities where the certified aid is equal to or greater than the current unmet need, the total aid will be the greater of the unmet need or the previous year's aid amount. The bill also sets a minimum aid distribution for first-class cities and specifies total aid amounts for different years.
