The bill establishes the Keep it Clean program to prevent water pollution from garbage and human waste left on the ice of state waters during winter activities. The commissioner of natural resources, in consultation with relevant boards and agencies, must develop and administer the program. Activities include installing and maintaining public, sanitary, winterized dumping stations, providing seasonal organizations to implement local programs, increasing enforcement of related ordinances, and education and outreach efforts.
