Establishes a sparsity factor in the city aid formula and appropriates money for local government aid.

Amends the city aid formula by introducing a sparsity adjustment for certain cities based on population density. It specifies that a sparsity adjustment of 200 applies to cities with a population of 10,000 or more and an average population density of less than 150 per square mile, or cities with a population less than 10,000 and an average population density less than 30 per square mile. The sparsity adjustment is zero for all other cities.
