The bill establishes the Family Medical Account (FMA) service delivery model for medical assistance enrollees in Minnesota. The commissioner of human services will create a process to coordinate care for high-cost, chronically ill enrollees. Enrollees will receive a yearly contribution amount deposited into an FMA debit account, which can be used for medical care service fees. After spending the yearly contribution, medical assistance benefits will cover remaining medical expenses.
