Modifies the definition of covered services for dental care.

Modifies the definition of "covered services" for dental care, clarifying that these are dental care services for which a reimbursement is available under an enrollee's plan contract, or would be available but for contractual limitations. Dentists are prohibited from charging more than their usual and customary rate for services that are not covered services. Dentists must provide patients with a treatment plan before offering non-covered services, detailing each anticipated service or procedure and the estimated cost.
