Minnesota HF713 adds permeable synthetic turf to the best management practices for controlling stormwater runoff. The bill requires the Pollution Control Agency to include this method in the Minnesota Stormwater Manual. Permeable synthetic turf must be fully permeable, pass a flammability test, contain no PFAS, and not be used in residential projects with rubber infill. It must replicate natural turf, have ultraviolet stabilization, and be drainable. Indoor/outdoor carpeting over concrete is not considered permeable synthetic turf for this purpose.
