Prohibits construction or operation of carbon dioxide pipelines in Minnesota without a permit.

The bill amends Minnesota Statutes to prohibit the construction or operation of carbon dioxide pipelines without a route permit from the Public Utilities Commission. It defines a carbon dioxide pipeline as one transporting carbon dioxide in any state. The commission is barred from issuing permits for pipelines exceeding 1,000 feet in length within Minnesota or those crossing public waters.
