Minnesota HF516 amends the definition of "shortage area" to include economic development regions where the percentage of Indigenous and teachers of color is lower than that of Indigenous and students of color. The bill also requires the Professional Educator Licensing and Standards Board to submit a report to the education committees of the legislature by November 1, 2025, and every even-numbered year thereafter. The report must include data on teacher supply and demand, retirement patterns, teacher licensure, teacher diversity, and teacher shortages. Effective July 1, 2025.
