The bill establishes a cooperative development grant program in Minnesota to support new cooperatives. The commissioner can provide grants up to $50,000 for feasibility, marketing analysis, organizational development, financing, product development, business and marketing plans, and predesign of facilities. Eligible grantees must be cooperatives organized under specific chapters, controlled by patrons or active participants, and primarily serving Minnesota-based patrons. Grants must be matched dollar-for-dollar with other contributions.
