The bill establishes a technology obsolescence reduction keystone account in the special revenue fund to fund the modernization or replacement of outdated or inadequate information technology infrastructure and systems. It mandates the commissioner of Minnesota Information Technology Services to submit an information technology modernization plan by February 1, 2027, identifying and ranking systems most in need of modernization or replacement.
