The bill allows the cities of Moorhead, Dilworth, and Detroit Lakes to issue social district licenses for alcohol consumption. These licenses permit consumption but not sales or service of alcoholic beverages within designated areas. The cities must clearly define the social district boundaries, post signs, and establish management and maintenance plans. Alcoholic beverages must be purchased from an on-sale licensee within the district and disposed of before exiting unless reentering the licensed premises.
