Minnesota HF47 amends the state's construction codes to update the certification requirements for underground telecommunications installers. Beginning July 1, 2025, all installations within the seven-county metropolitan area must be performed by safety-qualified installers. Starting January 1, 2026, this requirement extends statewide. The commissioner of labor and industry, in consultation with the Office of Broadband, must approve a certification program.
