Minnesota HF4690 amends the criteria for determining nursing facility level of care for purposes of home and community-based waiver services. Effective January 1, 2027, or upon federal approval, whichever is later, the bill specifies that a person must meet certain criteria to be eligible for medical assistance payment of long-term care services. These criteria include needing assistance for daily activities, having significant memory or decision-making difficulties, or being at risk of maltreatment or neglect.
