Minnesota HF4646 establishes voluntary state statistics literacy seals for high school students. Eligible students must demonstrate proficiency in statistics and data interpretation by passing an assessment. School districts and charter schools must notate the seal on the student's transcript and diploma, and may not charge a fee for it. By August 1, 2028, Minnesota State Colleges and Universities must establish criteria to translate the seal into college credits, which students can request within three academic years of graduation.
