Minnesota HF4070 requires the Minnesota Department of Health to conduct a public interest review before a hospital or hospital campus can cease operations, curtail operations, relocate health services, or cease offering certain health services. This review is mandatory unless the cessation is due to insolvency or a disaster. The commissioner of health must enforce this section using the powers and authority in section 144.653. The bill is effective the day following final enactment.
