Minnesota HF400 requires the commissioner of commerce to pay health plan companies for costs of new health benefits.
Minnesota HF400 amends state law to require the commissioner of commerce to make payments to health plan companies to cover costs of new health benefits. If a new health benefit proposal increases costs for the nonpublic insured population, the commissioner must pay companies for these costs within 60 days of receiving a statement from the company. The commissioner can use state funds or accept funding from other sources to pay for these evaluations. This applies to all mandated health benefit proposals passed into law after January 1, 2026.
