Minnesota HF3969 repeals a contingent reduction in special education aid appropriations. The bill eliminates the requirement for the commissioner of education to reduce special education cross subsidy aid factor to lower biennial appropriations for special education aid. It also removes the assumption of a $250,000,000 reduction in special education aid appropriations for the biennium beginning July 1, 2027, and subsequent bienniums until a budget is enacted. The repeal takes effect July 1, 2026.
