HF3940 requires the Environmental Quality Board to amend Minnesota Rules to mandate an environmental impact statement for the construction of an animal feedlot facility with a capacity of 10,000 or more animal units. This applies to new facilities and expansions of existing ones. The commissioner can use a good-cause exemption to adopt these rules. The change takes effect the day after final enactment and applies to applications submitted on or after that date.
