Minnesota HF3241 amends the law to prohibit operating a motor vehicle while an electronic device displays dynamic content visible to the driver, except for certain exceptions. Dynamic content includes video, games, and other moving content. The prohibition does not apply to video screens in law enforcement vehicles, closed-circuit video systems, navigation systems, and devices used in intelligent vehicle highway applications. The changes take effect August 1, 2025.
