Minnesota HF3217 appropriates $15 million in fiscal year 2026 for payments to bioindustrial facilities. These facilities must have made private investments for land development, utility infrastructure, building, construction, and machinery and equipment purchases before June 30, 2024. Payments are for claims submitted under Minnesota Statutes, sections 41A.16, 41A.17, or 41A.18, before April 30, 2025, that have not been paid by May 15, 2025. The commissioner of employment and economic development will begin accepting applications starting August 1, 2026.
