Minnesota HF3189 introduces a tax on electric vehicle charging at public stations, effective October 1, 2025. The tax is five cents per kilowatt hour of electric fuel delivered to an electric vehicle at a public charging station. Charging stations must use a metering system capable of measuring the time elapsed while charging. The tax revenue is split between the highway user tax distribution fund and the transportation advancement account. Exemptions apply to charging stations with a capacity of less than 50 kilowatts and those not requiring payment for use.
