Establishes a pool of alternate members for ethnic councils in Minnesota to ensure council activities continue smoothly.

The bill mandates the creation of a pool of alternate members for the Minnesota Council on Latino Affairs, the Council for Minnesotans of African Heritage, and the Council on Asian-Pacific Minnesotans. For every regular council member, two alternate members will be appointed, maintaining a two-to-one ratio. These alternates will be ready to step in whenever a regular member is absent, has vacated their seat, or is otherwise unable to fulfill their duties. Alternate members will serve the same term lengths as regular members, up to a maximum of eight years across all councils.
