Minnesota HF3091 provides $3 million in fiscal year 2026 for St. Paul to collaborate with the West Side Community Organization on economic development and job retention for small businesses. The funds can be used for technical assistance, establishing revolving loan funds, issuing no-interest and forgivable loans, and grants for operating expenses. Similarly, $2 million is allocated for West St. Paul to work with the Residents of Color Collective for the same purposes. These appropriations are available until June 30, 2027.
