Minnesota HF3029 provides special tax increment financing authority to the city of St. Cloud. The economic development authority or the city itself can establish up to two redevelopment districts adjacent to the Division Street corridor or within the Central Business District or Fringe Central District. Increments generated from these districts can be used for public infrastructure improvements such as parking, streets, and utilities. The authority to approve such districts expires on December 31, 2031.
