The Rondo Restorative Development Authority is established to operate a land bridge in the Rondo neighborhood of St. Paul. The authority can develop, construct, equip, improve, own, operate, manage, maintain, finance, and control the land bridge. It can also acquire property, accept gifts and grants, and enter into agreements. The authority is governed by a 17-member board of commissioners appointed by various entities, including ReConnect Rondo, the mayor of St. Paul, and the governor. The authority is exempt from certain Metropolitan Council reviews and Business Subsidy Act provisions.
