Mandates public safety answering points to maintain programs for identifying mental health crisis needs, either through specialized training or employing mental health practitioners. Establishes civil remedies for government entities that fail to comply, including liability for damages and exemplary damages for willful violations. The Statewide Emergency Communications Board must adopt protocols to ensure compliance.
