Authorizes special tax increment financing rules for the city of St. Paul.
The bill allows the housing and redevelopment authority of St. Paul to establish up to three tax increment financing districts in the downtown area. These districts can include noncontiguous parcels and are exempt from certain state limitations. Tax increments from these districts can be used to clear buildings for open space or public parks. The authority to request certification of these districts expires on June 30, 2034.
