Minnesota bill HF2557 amends the state statutes to redirect a hospital surcharge to the health care access fund. Effective October 1, 1992, Minnesota hospitals, excluding federal Indian Health facilities, must pay a surcharge of 1.4 percent of net patient revenues, excluding Medicare revenues, to the health care access fund. This surcharge is not considered an allowable cost for rate setting. Effective July 1, 1994, the surcharge increases to 1.56 percent.
