Minnesota HF252 amends the eligibility of small natural gas utilities to be exempt from regulation by the Minnesota Public Utilities Commission. A municipality may request an exemption for a public utility serving 2,500 or fewer customers within its limits and no more than 5,000 customers total. The commission must grant the exemption if requested by each municipality the utility serves. The utility must adopt the commission's policies on disconnection during cold weather and submit approved rates annually.
