Minnesota HF220 allocates $8.5 million from bond proceeds to the Public Facilities Authority for a grant to the city of Winona. The funds will be used for predesign, design, construction, and equipping of upgrades to the existing municipal wastewater treatment facility. The commissioner of management and budget is authorized to sell and issue state bonds up to $8.5 million to provide the appropriated money.
