It allows UAVs to be used during emergencies, for disaster planning and recovery, threat assessments, collecting information from public areas, crash reconstruction, preventing loss of life and property, and searching for missing persons. UAVs can also be used over public events with heightened risk and to counter terrorist threats based on credible intelligence.
