Pharmacy benefit managers and health carriers must use prescription drug rebates to benefit covered persons and report compliance.
Minnesota HF1075 mandates that pharmacy benefit managers and health carriers use prescription drug rebates and other compensation to benefit covered persons. Compensation must be remitted to reduce the covered person's out-of-pocket cost for a particular drug. Beginning March 1, 2026, and each March 1 thereafter, pharmacy benefit managers or health carriers must file a report with the commissioner demonstrating compliance. The bill also requires state employee group insurance program contracts with pharmacy benefit managers to mandate compliance with this section.
