Requires legislative approval for state agency rules with significant compliance costs.

Amends the Michigan Constitution to mandate legislative approval for rules or regulations from state administrative agencies that have an estimated compliance cost of $1 million or more within five years of implementation. The suspension of such rules can last until the end of the next regular legislative session. This amendment will be presented to voters at the next general election.
