Modifies Michigan law to require pawnbrokers to keep detailed records of transactions, including racial identification of pawners.

Michigan SB0956 amends the 1917 Pawnbrokers Act to modify the record-keeping requirements for pawnbrokers. Pawnbrokers must maintain a detailed record of each transaction, including a description of the item, transaction number, loan amount, and personal information of the pawner. The record must also include the pawner's race. Pawnbrokers must send a copy of this record to local police within 48 hours. The form used for these records must meet specific size and content requirements, but it cannot require racial identification.
