Allows a member of the joint committee on administrative rules to call a hearing on a ruleset.

Amends the joint committee on administrative rules to allow a member of the committee to call a hearing on a ruleset. The joint committee consists of 5 members from the Senate and 5 from the House of Representatives, with 3 from the majority party and 2 from the minority party in each house. The committee can hire staff, but the council administrator oversees staff supervision, budgeting, procurement, and related functions. Members are reimbursed for expenses and paid from appropriations to their respective houses.
