Increases the rolling average amount available for disbursement from the Children's Trust Fund.

This bill amends the Neglect Prevention Act to increase the rolling average amount available for disbursement from the Children's Trust Fund. Beginning in fiscal year 2018, up to 5% of the 12-quarter rolling average must be available for disbursement if the average is at least $23,500,000. If the average is less, up to 4.25% must be available. Starting in fiscal year 2026, up to 8% of the rolling average must be available. The state treasurer must prepare an annual accounting of revenues and expenditures, identifying interest and earnings.
