Michigan SB0391 amends sections of the Michigan Environmental Response Act to modify liability, reporting, and cleanup standards for hazardous substances. It exempts certain entities from liability for environmental contamination unless they are responsible for the contamination. The bill also adjusts the criteria for reporting releases of hazardous substances and modifies the requirements for submitting and approving remedial action plans and no further action reports.
