Allows motorcycles to filter between lanes under certain conditions for safety.

This bill amends traffic regulation laws to allow motorcycles to pass between lanes of stopped or slow-moving traffic under specific conditions. It permits motorcycles to filter between lanes if traffic is stopped or moving at no more than 10 miles per hour, provided the motorcycle does not deprive other vehicles of the full use of a lane. The bill also sets speed limits for electric personal assistive mobility devices, electric skateboards, and commercial quadricycles, and restricts their operation in certain areas.
