This applies to both completed and unfinished frames or receivers. The serial number must be imprinted by a federally licensed gunsmith, manufacturer, or importer, or another entity authorized to serialize firearms. The bill prohibits the manufacture, assembly, importation, purchase, sale, offer for sale, or transfer of ownership of any firearm or frame or receiver without a valid serial number.
