Establishes a low-income water residential affordability fund to assist low-income households with water bills.

The bill creates a low-income water residential affordability fund within the state treasury to help low-income households manage their water bills. The fund collects fees from retail water customers and disburses money to providers for income-based bill discounts, caps, or rates. The Department of Treasury administers the fund, disbursing money quarterly to providers and program administrators. The fund also supports water loss mitigation programs and administrative costs. The Michigan Public Service Commission cannot regulate public water utilities under this bill.
