Michigan SB0141 amends the Environmental Protection Act to require oil and gas well operators to reduce fugitive methane and volatile organic compounds (VOC) emissions by at least 95%. Operators must use methods such as routing captured gas to a sales line, using it as an on-site fuel source, or reinjecting it. The supervisor must promulgate rules within 180 days, detailing compliance schedules, inspection procedures, and maintenance requirements. Violations result in a $100,000 civil fine and potential permit revocation, unless the violation is due to a system malfunction promptly repaired.
