Michigan SB0018 amends the foster care system to better manage state and federal benefits for children in foster care. The Department of Health and Human Services must screen children for eligibility for state or federal benefits, consult with parents or guardians, and apply for benefits as appropriate. The department can use or conserve these benefits for the child's special needs services. If the department acts as a representative payee or fiduciary, it must notify the child and their guardian ad litem of benefit amounts and dispositions before each permanency planning hearing.
