Amends Michigan state constitution to require school aid appropriation bills by July 1 and penalizes officials if not met.

This bill amends the Michigan state constitution to establish transparency requirements and penalties for failure to present school aid appropriation bills by July 1. It mandates that the general appropriation bill for aid to school districts must be enacted into law by July 1 each year. If not met, the senate majority leader, the speaker of the house of representatives, and the governor shall not receive their salaries until the issue is resolved.
